since you're working anyways on the actions, i recommend upgrading the versions. they are in general out of date, and the dev ops recommendation in general is to keep them up to date. see dependabot |

Specify Python version for setup.
Since we do not enforce this now, the default version being picked up is 3.14.
However, this leads to the CI failing since the KISS-ICP wheels are only available till Python v3.13
Add dependency checker to keep all actions up-to-date as recommended by @mehermvr .
